In compliance with Circular No 6 Hd Qrs Asst Comr State of Virginia I have the honor to report a favorable state of Bureau Affairs in my Division. (Halifax County Va)

The duties of the past month have been principly that of approving contracts and settling last year's crops. I am glad to be able to report a continuation of the general good feeling existing toward the freedmen, and the only dificulties that occur are owing to ignorance on the part of the freedmen and erroneous ideas of their rights and privileges which they get from publications which are circulated among them and the teachings of their leading men

I have suceeded in removing from their minds the impressions that they were not obliged to pay their taxes and that the government was going to make them a present of land, horses &c. [[strikethrough]] and [[/strikethrough]] There are fewer
