General - I have the honor to make the following report of Bureau Affairs, in the counties under my jurisdiction, comprising the 3rd & 4th Divisions 8th Sub District, Va. for the month ending January 31st 1868. The 4th Division has only been under my charge since the 23rd inst. and I will therefore be unable to furnish full particulars from these counties until my February report. I have however been fully engaged in looking after the interests of the Freed people in the 3rd Division, visiting many of them at their Homes and endeavoring to acquaint myself with their true condition and circumstances. Some I found in deep poverty, affliction and distress, but was enabled to relieve in a great measure their necessities, by kind assistance furnished me, from friends in Philadelphia, New York and Ohio. Specially in the distribution of Women and Children's Clothing, which were received with true heart felt gratitude and praise to God.
