they do it at the risk of their lives. This state of affairs are most apparent in those Counties furthest away from Rail Road, and the influence of the Military Officers and Government Agents. To report that Freedmen could get justice in a community where such sentiments prevail would be unwarranted. No reports of injustice or partiality have been received for the fact that there have been no cases in which Freedmen were interested parties.

The Freedmen are peaceable and quiet keeping as much as possible away from these political meetings and out of the controversies which would bring them into the Courts.

These growing evils can only be checked by a more general diffusion of inteligence among the people. There are no Schools maintained for poor Children. Only a few select schools are found in the District and to these now are admitted who are reputed poor or who are of Union sentiments. This leaves a large majority of the Children without any opportunity to learn to read or write. The four Freedmens Schools at Abingdon. Wytheville Newbern and Christiansburg
