of the Freedmen has been good Their condition is improving The civil Authorities provide for the poor of the respective counties of this Division. There is however a number of sick at this place (Lynchburg who owing for the fact of not being residents are not provided for by the civil authorities. To meet and supply the wants of these, at least until they can otherwise be provided for I have made requisition for rations for issue.

The schools are in a flourishing condition.

I have had but little time since taking charge of this Division to inquire into the Success of the temperance movement. I have seen no intoxication.
