In compliance with Circular No. 6. Hd Qtrs Asst Comr State of Va. I have the honor to report that the condition of Bureau affairs in this County is very much the same as in last report. I have tried every expedient to get the Freedpeople to do their share toward getting schools established without success. They are not at present ready & no schools can be started unless all the aid comes from outside. I do not believe it will be wise to start schools on such basis in so isolated a situation as this. That schools & churches are the one thing needful here is however a certainty. There is very little trouble between white & Black. There is an apparent disposition in the County to give the Freed People the same opportunities when in need at the Poor Institution as the whites receive. The sincerity of this will be quickly determined by promised immediate action of the overseers of the Poor.
