Their moral condition must be considered good considering how little the whites encourage them to become alienated from sin and vice which the curse of slavery inaugurated and fostered. Notwithstanding their depressed condition, encompassed on one side by unforgiving enemies, who are usually their landlords, on the other deprived of nearly every comfort enjoyed in this life; even the plainest and most frugal sustenance yet in the face of all these discouraging tendencies but few are arraigned before the law either for criminal or civil offences. I will call your attention to a considerable number of colored children (boys) who through death seperation or desertion of parents are being sadly neglected by colored persons to whose care these children have been entrusted, in many cases they are allowed to roam about the city at their leisure both night and day, often found committing acts
