among the colored people lies through their churches whose pastors should be more enthusiastic and open in their denunciation of this great sin and moral wrong; some of these pastors have cooperated with me in doing what good has been done while others give little heed to this much needed work. I shall continue to give this matter the consideration it demands and if possible accomplish something more in this direction.

In conclusion and with a view to curtail the expenses of the Bureau, I would suggest that commissary stores needed by the Bureau be purchased outside the Commissary Department. I find that several articles now purchased from the Commissary of Subsistence could be had at more reasonable rates from Commission Houses in this city; this would reduce the expenses of the Bureau to a considerable extent.
