is flourishing and has increased constantly in numbers since my last reports.
The Sanitary Condition of the Division has never been better since my connection with it. Dr Lesing reports no cases of Small Pox in the City this Winter Heretofore Small Pox has almost invariably Scourged the Cities of Norfolk and Portsmouth during the Winter disappearing at approach of Spring. Its failure to pay it accustomed visit the present Winter is gratifying to those who feel an interest in the Freedpeople, who have generally been the greatest Sufferers from the Contagion.
From the Slow progress made toward Reconstruction and the great amount of work Charitable and Educational that will be needed for at least a year to come, it is evident that at no time in the history of at the Bureau was its aid more vital to the interest of the Freedpeople than at present, and the necessity of its Continuance was never more painfully apparent.
