I have the honor to forward through Hd. Qrs. 6th Sub. Dist. Va. the following report in compliance with Circular No.6 dated Hd. Qrs. Asst. Comr Dist. of Va. January 29. 1866:

I find that a great many Freedmen are having trouble in settling with the farmers for this last years labor. I do not think that one third of the Freedmen in this Division had written Contracts last year, and those that had were acknowledged before two witnesses and the witnesses were as a general thing the sons or relatives of the white man. I have since seen some of these Contracts and I cannot believe that they were read and explained to the
