In obedience to circular No 6 & day furnished me I have the honor to report that [[strikethrough]]during[[/strikethrough]] the short part of the month of January in which I was here impressed me with the idea that affairs of the Bureau were working very smoothly. The school for Freedmen is extremely well conducted and were it not for outrage committed by the students upon the Freedmen one might hope for a great deal. As there seems to be little or no poverty as yet and plenty of work for the Freedmen which they undertake willingly. Some fear complaints none of a very serious nature have been brought before me and I have in each case given them the best attention and come--
