In compliance with instructions contained in Circular No "6" dated Hd Qrs Asst Comr. Bur R.F. and A. L. Richmond Va Jany 29th  1866 I have the honor to report, that the ill feeling between the Whites and Blacks of this Division seems to be increasing very rapidly. The organization of the greater portion of the whites into companies of one hundred men, and appointment of captains, for the ostensible purpose of defeating the constitution powered by the convention at Richmond, has given rise to a suspicion upon the part of the Blacks That the real object of such organization is to deprive them of their political rights by force, if necessary. This suspicion has been still further increased by threats that are made of having recourse to other means if they should face at the ballot box. Nothing is said in such language as can be noticed officially, but enough is thrown out in hints to seriously impair the feeling of good will that should exist between
