In compliance with Cir No 6. dated Head Quarters Asst Com Va. Jany 29.68. reports the feeling existing between the whites and freedmen the same as usual having little or no confidence in each other.

Is but little intemperance among the freedmen in his Division. The freedmen complain of the Manner in which Co. Taxes are raised &c
