In compliance with the requirements of Circular No. 6 dated Hd. Qrs. Asst. Com'r State of Virginia, Richmond Jany 29 1866 I have the honor herewith to transmit you and through you to the Asst. Com'r for the Dist of Virginia the following report, for the month of February 1868.

Since entering upon my duties in this Dist, I find the white people generally very bitter toward the Colored.  There are a few noble exceptions,.  Education of either white or colored loyalists, is vehemently opposed, not more than one eighth of the white people in the two counties can read and write.  The standard of morality too is very low.
