Warsaw- I have had no report of the schools in Westmoreland County having but very recently entered upon my duties in this Dist. and not having a horse it was impossible for me to visit them. The complaint of Teachers generally is the people are unable to pay them and have called upon the Bureau for assistance. Many schools have been discontinued owing to the prejudice of the whites and the inability of the Colored people to sustain them. Teachers are needed in this Dist. at least one hundred in the two Counties, comfortable School Houses are also needed. There is a good field for the "Northern Educational Societies", Certain "The harvest is ripe but the laborers are few." While those people remain the wards of the nation our whole duty should be discharged toward them.
