In accordance with the requirements of Circular No 14 dated Hd. Qrs. Asst. Comr. State of Virginia. Richmond Va July 10th 1867. I would further report, that there are no Temperance organizations in this Dist. but I intend during the next month to urge the matter and if possible to have an organization in this place. I have not more than one Freedman under the influences of liquor since I entered upon my duties in this place. Drunkenness is very common among the white people, but I happy to find that a drunken Colored man is very rarely seen, thus as they advance in intellect the improve in morals-

   Having only been on duty in this Dist a portion of the month my report is not so full as might be desired, but during the next month I shall visit all portions of the Dist and will thus be enable to make my next report full and concise.
