In obedience to circular No 6 dated at Richmond Va January 29th 1866 I have the honor to report as follows Viz: 

The tone of feeling between the Whites & blacks is at present very fair. Most of the cases coming before me are those in which white persons hiring Freedmen neglect and sometimes refuse to pay them, for the most trivial reasons. They have however always settled such accounts after an interview at this office without appealing to the civil courts. The students of Washington College have also annoyed the Freedmen & women in many instances but no case of actual assault has as yet come to the notice of this office. As a whole affairs are moving very smoothly in this division and there is very little poverty or distress comparatively speaking
