General:
In compliance with Circular No 6. S. 1866. I have the honor to report for the month of February 1868, that the feeling between the two races is unchanged. The freedmen are generally industrious, and employed. There is no want or suffering existing amongst any of those that are able to work, and the county authorities are providing for all that are in destitute condition: such as old & infirm &c. The Schools of my Division are all in a flurishing condition.
