I have the honor to submit the following report of "Freedmens Affairs in general" in the 2d. Div, of the 8th Sub, Dist, consisting of the counties of Washington, Russel, Buchanan, Scott, Wise. and Lee.

I reported for duty in this Div. on the 25th day of January last, in obedience to special orders No 10th C.S. Hd. Qrs. Bureau R.F. & A.L. relieving Lieut. T. J. Dunn 11th Infty

The general condition of the Freedmen in this part of the State, as to temperance, morality, - industry -, & personal comfort, & prosperity, will compare favorably with their condition, in these respects, in any other locality.

The whole number of colored people in these several counties, respectively, may be stated as follows.

Of this number only about one hundred & fifty are receiving instruction in our schools, we are hoping to have a school in operation at Bristol, in a short time, there should be
