I have the honor to submit the following report upon Freedmens affairs in general in the 8th Sub. Dist. Va.
The general condition of the Freedmen has not changed since my last report.  They are as a class as from destitute and dependent as a class can be and live, and in this respect owing to the obstacles thrown in this may by the Whites, there is no improvement can be seen.  Their wages are wholly insufficient to enable them  to save anything for sickness, or for a cold and pinching winter, and they are found at this season no better
