General.  I have the honor to make the following report of Bureau Affairs in the Counties composing the 3rd & 4th Divisions, 8th Sub Dist. Va. for the month of February 1868.
The Freedmen have been quietly attending to their duties, and using most of their spare time in study.  Numbers of them have been visited at their homes, and their condition and circumstances inquired into - in cases of real necessity, they have been supplied with clothing and other articles of comfort.  There is no disposition as of yet on the part of the whites, to hire them under contract for more than a month, although inducements are thrown out to them, that if they will renounce their present political sentiments, employment and homes will both be provided.  These matters will probably not be settled until after the Election, prior to which some trouble is anticipated.
