of the marriage relation, have been satisfactorily adjusted - the orphan children properly care for - abuses corrected and the freed people instructed in regard to the course they should pursue, morally, spiritually and intellectually. They have also had the laws explained to them; the protection afforded to those who do right, and the consequences of their violation.

Politically they have been instructed relative to their rights and privilages under the law; and of existing orders protecting them in those rights.  Special cases needing the action of Military Commissioners have been referred to those Officers.
