In compliance with Circular No 6, Series of 1866, from Head Quarters Assistant Commissioner, Va, I have the honor to render the following report of Bureau Affairs in the 1st Div. 9th Sub. Dist, comprising the county of Frederick, Va.

The general condition of the Freedmen for the past month has not been so prosperous as heretofore, owing chiefly to the severity of the weather, and the consequent depression in outdoor employment, and also to the tendency of the floating portion of the people to migrate from place to place in search of more profitable employment for the present year.  In the towns, which always receive large accessions to their numbers during the Winter months, labor is scarce, and men, with families, residing within the Corporation of Winchester, both
