Sir:

I have the honor to submit the following report for the condition of the Freedmen of Halifax County Va.

The roads having been so bad that I have been unable to traville much, but from constant inquiries I think it safe to say that all of the Freedmen in this county are employed; altho the grater portion have made no written contracts for the season, they have an understanding and generaly they get along very well.

There has been but one day since I have been here but what some case has been refered to me, and we have suceeded in a compromise that I have considered better for the colored man than to go to the Courts, excepting two cases, and those I have not heard from as one was sent to the Magistrate on the 26th and the other the 28th inst.

There has been no new criminal cases that I am aware of, involving a freedman several cases of long standing have been tried the
