Colonel:
I have the honor to submit the following report on Bureau Affairs for the month of Feb. 1868 viz:

That the most of the complaints that have been made to me during this month, were of the refusal of Planters to settle with Freedmen for their services in 1867. I have had two or three complaints of assaults, which however the civil authorities seem willing to take up at the earliest date possible. The Freedmen are working faithfully. They are very anxious to have schools, & the Planters in some cases, are disposed to pay something towards the support of the same. I find but little actual suffering amongst the Freedmen.
