In compliance with Circular No 6. Hd Qtrs Asst Comr. Dist of Va. I have the honor to make the following report upon the condition of Bureau affairs.
More misunderstandings have arisen this month in the Division of crops than at any previous times since I have been here. The cause of these misunderstandings, is to be found in the system of laboring on shares. It is a damage to laborer & employer. If the employer wishes to take advantage of the employee at settlement, every opportunity is offered by the complicated contracts made under this system. The employer if he wishes to be distrust cares nothing for the civil Law for the reason that he has capital & can afford the expenses of a suit, while the Freedman has only his share of the crops his only dependence for the support of his Family, & cannot run the risk of its loss, by an adverse division, and
