In compliance with Circular No. 6 dated Bureau R.F. and A.L. Head Quarters Asst Com'r State of Va. Richmond Va, January 29th, 1866. I have the honor to submit the following report. 

On the condition of Freedmen for the present I have nothing of moment to report except their embarrassed condition. At the date of my last report it was believed that the issue of rations for February would not exceed the number issued during the month of January. In arriving at such conclusion I was governed by the belief then prevailing that the Tobacco and other manufactories of Richmond and Manchester would soon resume operations. In this I have been disappointed
