General:

In compliance with Circular No. 6, Series 1866: I have the honor to report

That Bureau Affairs progress about as usual. That the feeling existing between the races is about as heretofore reported. The conduct of the Freedmen has been uniformly good. Of their condition I can not report so favorably as heretofore. This is somewhat owing to the fact that the winter has been both long and severe, and the want of remunerative employment (none of the factories of this place being in operation). The Freedmen have gotten the impression that the scarcity of labor and the high rents of this place is owing the fact that they voted the radical ticket. That the white citizens are but carrying out their hate, determined if possible
