General

I have the honor to make the following monthly report for the month of February 1868 in Compliance with Circular No. 6 dated Head Quarters Asst. Comr. State of Va. B.R.F. & A.L. Richmond Va. January 29th 1866. of the Condition of Bureau affairs. The state of Feeling existing between the whites and the Freedmen and other facts connected with the welfare of the Freedmen in the 3rd Division 1st Sub. Dist of Va. consisting of the counties of Nansemond and Isle of Wight Virginia.

The Condition of Bureau affairs in this Division is good. The Freedmen are prospering as well as could be expected under the circumstances the greater part of them being extremely poor & this is the hardest month in year for them to get along.

There is sufficient labor for the demand
