General:
I have the honor to report in compliance with Circular No 6, dated B.R.F. & A.L. Head Quarters Asst Com'r,State of Va January 29th 1868, as follows:

The existing feeling between the Whites and the Blacks is not amicable, as it should be. Politics no doubt to a great extent, is the cause of this disafection, because the colored people are as a unit Republicans. The Whites are just the reverse, and try by proscriptions of various kinds to coerce Blacks into their measures. These nefarious plans seem to be understood by the colored and hence the discord.

The Freedmen throughout the country or farming districts, are as a general thing at work, and while the remuneration is small and long coming,
