In compliance with Circular No.6, Series of 1866, Hd Qrs Asst. Comr. State of Va. I have the honor to report that no manifestations or demonstrations have been exhibited to materially change the condition of Bureau Affairs since my last report. The weather has been such as to somewhat discourage such freedmen as have set out to work for a share in the crops, or that have rented land, as they necessarily will be late in commencing their powing [[plowing?]] and primary labors for the year; but all are looking forward with energy for the "better time a coming".

At the solicitation of parties, I have spent several days during the month, at plantations assisting in weighing and dividing crops made last year, also making contracts for the present year, which is somewhat laborious but
