made complaint that they are in want of provisions or clothing to keep them from suffering. 

During the winter of 1866 and Spring of 1867 a large number of freedmen moved to Petersburg, Norfolk and Richmond preferring the cities to the country. I have the satisfaction of reporting that not a single family of freedmen have to my knowledge left this Division and moved to any of the cities during this winter.
 
There is no drunkenness among the blacks
