General:
In accordance with existing orders from Head Quarters Ass't Commissioner State of Virginia, I have the honor to submit the following report of the condition of Bureau Affairs in the Counties of Nottoway and Lunenburg, Va. for the month of February 1868.

There is no change in the disposition of the Freedmen to labor, previously reported, and they are more generally at work throughout this Sub-Division, the perseverance displayed by many is truly commendable, when at the close of the year they have been swindled out of all their earnings by unprincipled employers, they do not despair but go to work for some one else, but too often to be again served in a similar manner- This conduct of many white people and which I regret to say has been very prevalent, has caused a wide spread feeling of distrust among the colored people which is not likely to abate until more of justice and principle govern the actions of the white citizens. In this connection I desire to call attention to the fact that many persons are taking advantage of the bankrupt act and doing so if not for the purpose at least with the effect of swindling the
