General:
I have the honor to report in compliance with cir. no. 6 from your Head Quarters of Jany. 29, 1866 that there is no material change in the feeling between whites and blacks in this Division embracing Orange and Louisa counties. On the part of the white it is still one of suppressed hate to a great extent and on the part of the blacks one of quiet distrust. Generally speaking matters are as favorable as could be expected, all classes being greatly subject to political excitement, and all matters with regard to peace and order between them turning mainly upon political results. Temperance movement unchanged.
