General:
Pursuant to Cir. No. 6 dated Head Quarters Asst. Comr. State of Va Jan 29. 1866. I have the honor to report that the condition of Freedmens affairs in York and James City Cos. has not materially changed since last report. Every 
assistance has been rendered by this office to the Freedmen 
in their rental of land for the present year, and they all
appear to be prospering as rapidly as the present unsettled 
state of the country will admit. Many Freedmen have invested their savings in purchasing homesteads, many others will do so as soon as the protection of the "Stay Law" has been removed from the lands in this section. The surplus population of York Co is rapidly decreasing, many are removing to other counties where they receive adequate wages for their labor.

Schools
The Schools under the present Pay system are in a thriving
condition, and are working on the only practical, sound, and healthy basis, - as frequently presented the Freedmen do not value anything which is given them without the same is the result of labor and exertion on their part. then they enter with life and energy upon the enterprise and are identified with its success or failure.
