General:-
In compliance with Circular No 6. from Head Quarters Asst. Comr. District of Virginia January 29th 1866. I have the honor to submit the following report of the operations of the Bureau R.F and A. Lands for the 10th Sub. Dist. of Virginia. 

The education of the freedpeople is progressing steadily, the results showing a small but regular increase, the increase of the present month being over one hundred among the scholars, and five new schools. The following statement exhibits their status at the close of the month of February 1868.

Some few complaints of injustice have been made during the month, but except in the rural districts, I do not think there are many who really desire to deal justly with the freedpeople, who often feel agrieved because they are ignorant of the laws and have their cases decided adversely to them
