In compliance with provisions of Circular No. 6. dated Head Quarters Assistant Commissioner State of Va., Richmond, Va, Jan. 29th, 1868, I have the honor to make the following report.
The condition of the Freedpeople of this Division have undergone but little change since my report for February. I regret to state that a large number are still idle for whom employment cannot be found. Farmers will employ no labor except the most practical and experienced; this closes the door against those now idle, whose attention for years has been given to the art of manufacturing tobacco, Nearly all these manufacturing enterprises in Richmond are at a stand still, but whether from necessity or a desire to
