General,
In obedience to the requirements of Circular No. 6 Series of 1866 Hd. Qrs. Asst. Comr. State of Va. I have the honor to report that I have nothing material to submit at this time different from the reports heretofore made under the Circular above mentioned.

A good many of the farmers have rented their [[strikethrough]] lands [[/strikethrough]] farms to the Freedmen for the year for a stipulated (1/4) part of the crops. This plan will operate well in some instances, in others it will not as many of the Freedmen are not calculated to support themselves, teams &c until a crop can be made, and having little or no credit they may be driven almost to adopt dishonest & even criminal means to obtain rations; Hence whenever anything is stolen this class of persons receive credit for the crime whether or not they are the guilty parties.
