I have the honor in compliance with Circular No 6 Series of 1866 Hd Qrs Asst Comr of Va to report that the feeling existing between the whites and blacks remains very bitter

The Virginia born white has a feeling of deadly hatred against the blacks which nothing but death can efface. and this hatred is more openly shown by the poorer class than by what was once the aristocracy.

The freedmen of my Division deserve much credit for sobriety faithfulness and good behavior shown since the right of suffrage has been conferred upon them. The small amount of loss by theft has caused quite a number of whites to speak in high terms of their honesty. There has not been a single negro confined in Surry county jail since 1866 and not one tried by that county for theft. And in Sussex Co there has been only three or four convicted of theft during that time. Very few complaints are made that the
