General:
I have the honor to report in compliance with Cir. No. 6. Hd Qrs. A. Comr. of Va. of Jany 29" 1866 that Freedmen's Affairs continue much the same as I have heretofore reported in this Divn. There is considerable hostility between races but generally suppressed. The freedmen are starting out very well this Spring most of them a little better off by way of experience if not otherwise, and better prepared to take care of themselves than last year at this time. I dont see much improvement in feeling towards them among the whites. They still seem to indulge the hope of putting them down by political means. The notorious "Ku Klux Klan" has made its appearance here but has caused no trouble or apprehension that I can observe. The schools are all prosperous, and the temperance
