The condition of affairs in this Division is in as good condition as can be expected, in view of the great prejudices by which we are surrounded. Since my last Report I have learned by careful observation that feelings of a hostile nature exist on the part of the whites against the freedmen of this Division; which would be openly demonstrated; were it not for the check the Bureau has on them-

The Freedmen of this Division appear to be a very quiet and orderly people; but very ignorant and timid. They do not seem to have had the advantages of which the Freedmen of other portions of this State have been endowed with, in the way of schools &c. 

What schools they have are little better than none at all the teachers being of a very inferior class.
