General:

I have the honor to report in compliance with Circular No. 6 Hd. Qrs. Asst Commr State of Virginia, dated Richmond Va. January 29th, 1866. The condition of Bureau affairs in my Division for the month of March 1868.

The affairs of the Bureau are in the same prosperous condition as heretofore reported. The feeling existing between whites & blacks is of a very satisfactory character considering the great differences that exist between them upon political questions.

The number of difficulties between them brought before me for investigation are but few compared with those brought before me for the year, or as the close of the year 1866. The freedmen have pretty generally entered into contracts for the year 1868 with the farmers. Some upon shares and others for a stipulated sum for the year, averaging from one hundred dollars to one hundred & forty, those
