General:
Pursuant to Cir No 6, dated H'd Qurs Ass't Com'r State of Virginia January 29th 1866, I have the honor to report that the condition of Freedmens affairs has not materially changed since last report. Every means under the control of this office has been put forward to further the best interests of the Freedmen. 

Schools.
The schools in York & James City Co's are finely attended and ably conducted. 

Temperance.
The Lincoln Temperance Society in Williamsburg is meeting with fair success.
