I have the honor to report that no important changes have occurred in this division since last report. The freedmen are prospering, considering the circumstances under which they are placed. Those who behave themselves & do not get into the hands of the law or who abide by their contracts have but little difficulty with the whites, while those who are brought into court & are compelled to submit to trial by jury are, perhaps not always treated as impartially as a white man would be. Where the decision rests with the magistrate their case is different. the dignity of the position has no doubt much to do with the magistrate in acting impartially. One school house has been completed in Charles City County, a teacher provided & the school bids fair to result in much good to the neighborhood. Another school house will soon be completed in New Kent County. while the freedmen in both counties manifest much interest in the cause of education. 

The Freedmen all appear to be employed
