& when industrious & rightly disposed have but little difficulty to maintain themselves & their families. There is a manifest propensity on the part of many freedmen to steal from their employees & others hence many of them are frequently discharged from good situations on this account. Since I assumed control of this division, all the cases of grand and petty larceny, in the county courts have been by negroes. I would state however that all complaints, which are brought to my immediate notice between whites & blacks are made by the blacks against the whites whilst the latter often venture to take the law in their own hands.
