I have the honor to make the following report for the month of March 1868 in Compliance with instructions Contained in Circular No. 6 Series 1866

The feeling between the whites and Colored people [[strikethrough]] is [[/strikethrough]] of this Division is intensely bitter The Colored people are not responsible for this Condition of affairs The pricsant [[prescient or present]] Political feeling's of the Conservative Party in this County has brought about all this bad feeling which now exists There are very few Contracts made between the planters and Freedmen and many Laborers are out of employment There is considerable [[strikethrough]] of [[/strikethrough]] Destitution prevailing at the present time here The want of employment by many Freedmen who have been working in Tobacco Factories and who will not obtain employment here this Summer as the Manufacturers of Tobacco have Concluded not to As any Business of this kind  Many Complaints are made by the Freedmen that they Cannot get their pay for the year 1867 all those Cases are attended to by A.S.A. Comr who led that Justice (over)
