In compliance with Circular No 6 Bureau R.F. & A. Lands Hdqs Asst Commr State of Va. Richmond Va January 29th 1866 I have the honor to report, the 7th Sub Dist Hdqrs as follows. Viz: The affairs in this Division are in very good order. The Freedmen as a whole are working well and faithfully absolute poverty or distress seems to be unknown. The feeling between the whites and Freedmen is improving as might be expected each day proving to them how necessary they are, each to the other. The business of the office for the month ending the 31st March has been as follows.

Debts due Freedmen from White men. Collected. $78.06.
Letters written on Freedmen's affairs 24.
Cases settled amicably - 2.
