In this, my usual Monthly Report of Bureau Affairs for this County, I have little to report that is either new, important or interesting - 
The State of feeling towards the Freedpeople is still the same.
There is the same desire for laborers on the part of the Whites - & the same disposition to hang back - on the part of the Freedmen. & for the same reasons as heretofore.
