Nothing but  actual experience & necessity will appeal to the [[reason?]] of the Freedpeople - with sufficient force to impress on their minds the neccessity for economy & prudent living.

As far as i can see there is little or no destitution here among the Freedpeople. All who are willing to work can find profitable employment - But illness & dishonesty & lawlessness in a small way abound. it is so much easier than to work all day - & they fear the ability of the whites to pay - they, or some of their acquaintances, have not yet been paid for last year's work - they would rather job [[around?]] - they can make more - get more money for the work - the work is lighter - &c &c - these & a hundred others are given by those who are unwilling to work.

The Whites complain that the Freedmen will not work - will not adhere to their contracts - that they are negligent - [[l? attess?]] their labor very unreliable - that they will leave their work to attend political meetings & thus lose time themselves & cause their employers to do so too -
