I have the honor to submit the following report of Bureau affairs in 8th Sub. Dist. State of Virginia for the month ending March 31st 1868.

The condition of the Freedpeople is that of a poor and dependent Class. They are industrious and reliable when employed and justly dealt with. Their wages are too small to enable them to accumulate any thing. The Clothing distributed to the destitute has relieved much suffering. There have been distributed within the District during the month 48 prs Pants. 117 Shirts. 25 Wool. Drawsers. 11 prs Shoes. 7 Wool. Blankets. and 40 Womens Dresses. Clothing is
