the Freedmen and their rights and duties and to render them to be industrious temperate and honest and become law abiding reliable and self sustaining citizens. The bitterness of feeling and the hatred towards Union and Colored men are increasing and from the sentiments I hear expressed I feel justified in reporting that there is danger of desperate measures being resorted to to prevent the reorganization under the present Reconstruction Acts. 

Most of the civil Officers are filled by exrebels or those who justify the rebelion and party feeling is allowed to bear to such a degree that the Union or Colored man has no assurance of justice except by interference of the Military. Considering all circumstances as good order prevales and the Freedmen are improving as well as could be expected.
